The 1998 White Paper on Local Government laid the foundation for democratic local governance in South Africa.

However, government acknowledges serious shortcomings. Local government performance has declined due to widespread administrative, financial, structural, and systemic issues. Failures in leadership, regulation, and service delivery have undermined development, deterred investment, and weakened public trust. As a result, comprehensive reform is now a national priority to restore functionality and support the country's growth and well-being.
